Navy Stock Point ADP Replacement Program Needs Better Management Controls Gao ID: IMTEC-87-30 September 17, 1987

In response to a congressional request, GAO evaluated the Navy's Stock Point ADP Replacement (SPAR) project to determine whether the Navy complied with Department of Defense (DOD) directives to improve and modernize its computerized information systems.

GAO found that the Navy: (1) plans to acquire new automatic data processing (ADP) equipment, redesign its computer software, and convert its current software and data files to operate on the new system; (2) did not comply with DOD directives, since it did not review and approve the modernization of the entire system; and (3) did not conduct a study to ascertain cost and performance measures needed to determine the system's effectiveness and worth.
