Consolidation of Exchange Service Distribution Facilities in Waco, Texas Gao ID: NSIAD-88-82BR January 25, 1988

In response to a congressional request, GAO reviewed the Army and Air Force Exchange Service's (AAFES) decision to consolidate its San Antonio and Fort Worth, Texas, warehousing distribution services in Waco, Texas.

GAO found that AAFES: (1) ranked the Waco site as the most favorable of the nine locations it considered in the site selection analysis; (2) notified employees at both distribution centers in August 1986 and February 1987 of the relocation; (3) estimated that the consolidation will affect 531 employees; and (4) planned to provide outplacement services for displaced employees. GAO also found that: (1) Congress directed AAFES to provide employment and training to all Fort Worth center employees and to reimburse employees for any expenses related to moving to Waco; and (2) AAFES plans to implement this plan for both Fort Worth and San Antonio employees.
