Use of Temporary Employees at Three Puget Sound Naval Installations Gao ID: GGD-88-76 April 18, 1988

In response to a congressional request, GAO analyzed three Puget Sound naval installations' hiring policies to determine whether they: (1) complied with Office of Personnel Management (OPM) requirements for hiring temporary employees; and (2) properly notified temporary employees of the limited benefits available to them.

GAO found that: (1) the Puget Sound Naval Shipyard was the only one of the three facilities that did not adhere to the OPM requirements, since it used temporary employees to be competitive with other shipyards; (2) OPM acknowledged that its guidelines were unclear as to appropriate reasons for hiring temporary employees; and (3) the shipyards improperly extended six temporary employees' appointments due to unclear guidelines. GAO also found that each installation: (1) notified its temporary employees that they would not receive retirement, life, and health insurance benefits; and (2) provided their temporary employees with clarifications of the conditions and limitations of temporary employment. GAO noted that OPM planned to issue clarifying guidance on temporary appointment authority.
