Programming of Housing in Europe Exceeds Requirements Gao ID: NSIAD-88-63 May 18, 1988

GAO reviewed the Army's: (1) planned housing projects for families and unaccompanied personnel in Europe; and (2) 5-year acquisition plan for installations with projects included in the fiscal year 1987 budget.

GAO found that the: (1) Army overstated its housing requirements in Europe because its surveys contained inaccurate information on the Army's long-term personnel strength, marriage factor computations, and availability of community housing assets; (2) Army's requirements improperly included non-command-sponsored families ineligible for government housing; (3) Army cancelled its planned acquisition of about 200 family units in Frankfurt because it had a surplus of over 400 units; (4) Army incorrectly estimated a housing deficit of over 1,000 units in Hanau, Nuernberg, and Mainz; (5) Army did not comply with Department of Defense (DOD) requirements to utilize private rentals; (6) Army cancelled its proposed $24.3 million housing projects for unaccompanied personnel because of errors in its data; and (7) Army established new procedures for estimating family housing requirements in Europe.
