Acquisition of the Army's Line-of-Sight Forward Heavy Air Defense System Gao ID: NSIAD-88-198 June 30, 1988

In response to a congressional request, GAO reviewed the Army's acquisition of a Line-of-Sight Forward Heavy (LOS-F-H) System, as part of its Forward Area Air Defense Command, Control, and Intelligence System, focusing on the adequacy and realism of the Army's competitive tests and the system's estimated cost.

GAO found that: (1) although the competitive testing was limited due to time constraints, the Army felt that it was adequate to make a selection; (2) the Army concluded that the Air Defense Antitank System (ADATS) had the best potential for meeting its requirements; (3) the Army needs to conduct further operational tests to determine the system's capabilities in a realistic environment; (4) the Army plans to purchase about 562 LOS-F-H units, at a unit cost of about $10 million; (5) the Army scheduled operational, safety, and environmental testing of ADATS for 1988 through 1989; and (6) since the Army does not plan to enter full-scale production until after completion of operational tests, it will have some assurance that ADATS will meet its requirements before committing funds to production.
