Allegation of the Improper Use of Materials at Ft. Leonard Wood Found To Be Unmerited Gao ID: NSIAD-88-202BR July 18, 1988

Pursuant to a congressional request, GAO reviewed a firm's allegation that a contractor supplied materials which did not comply with the specifications under an Army Corps of Engineers construction contract at Fort Leonard Wood.

GAO found that the Army ensured that proposed materials complied with contract specifications through a multilevel quality management system which included: (1) a contractual requirement for the prime contractor to implement a quality management system; (2) independent checks on work quality and oversight of the contractor's quality management and controls; and (3) consultations and inspections which independent architecture and engineering firms conducted under contract to the Army. GAO also found that the Army: (1) rejected one of the products the contractor offered after a firm complained that the product did not conform to contract plans and performance specifications; and (2) reasonably determined that the products the contractor subsequently offered were technically equivalent to those described in the contract.
