Potential Reductions to Budget Requests for Selected ADP Systems Gao ID: IMTEC-88-43BR August 1, 1988

In response to a congressional request, GAO examined the Department of the Army's fiscal year (FY) 1989 budget requests for its Commodity Command Standard System (CCSS) and Integrated Procurement System (IPS) to determine whether Congress should approve the amounts requested.

GAO found that, if Congress approved the Army's request to reprogram $18.8 million, potential reductions could total $8.7 million in FY 1986 funds. GAO also found that, if Congress did not approve reprogramming, the Army: (1) could use the funds for other purposes during FY 1988; (2) could reduce its need for FY 1988 funds; and (3) would have to use FY 1988 and 1989 funds to purchase the CCSS computers, delaying purchase of IPS computers. GAO believes that Congress may wish to recommend appropriating these funds with a provision that the Army not obligate the funds until it has completed purchase of all the CCSS computers.
