Challenges at the U.S. Transportation Command Gao ID: IMTEC-88-54 September 14, 1988

GAO reviewed the U.S. Transportation Command's efforts to develop the automatic data processing (ADP) applications of its Command, Control, Communications, and Computer Systems (C4S).

GAO found that the: (1) Command's mission is broader than that of the predecessor Joint Development Agency in that the Department of Defense added mobilization, employment, and sustainment of forces to the original deployment mission; and (2) Command intends to develop a draft transportation-oriented C4S plan by October 1988 and a final plan in 1989. GAO believes that the Command needs to: (1) ensure the transportation community's participation when determining changes to operational systems to meet the Command's data requirements; (2) work with the transportation community in developing and defending priorities for resources to fulfill the Command's information requirements; (3) work with the transportation community to plan for the most effective and efficient means to implement systems to fulfill the Command's mission needs; and (4) resolve the development problems of the Joint Operation Planning and Execution System, which the Command will use in the future.
