Status of Plan to Use Federal Research and Development Facilities Gao ID: NSIAD-90-7BR October 13, 1989

GAO reviewed a plan that the Office of National Drug Control Policy (ONDCP) is developing to use federal research facilities for technological support to law enforcement agencies.

GAO found that: (1) under ONDCP direction, a committee proposed a defense contractor's involvement in plan development; (2) the plan will use a Department of Defense draft plan as its framework; (3) participants in the plan development will include several law enforcement agencies; (4) the draft plan suggested establishing a National Technology Coordination Office as a liaison between research facilities, law enforcement agencies, and ONDCP; (5) plan development was delayed because the ONDCP Director had not been confirmed and ONDCP had to meet other reporting requirements; and (6) additional funds might be needed for the facilities to provide the planned support.
