Status of the Direct Airfield Attack Combined Munitions Gao ID: NSIAD-90-16 October 27, 1989Pursuant to a congressional request, GAO reviewed: (1) the development status of the Air Force's Direct Attack Combined Munitions (DAACM); (2) the Air Force's DAACM requirement; (3) Air Force DAACM development completion plans; and (4) actual and future DAACM program costs.
GAO found that: (1) the Air Force suspended full-scale DAACM development because intelligence estimates questioned DAACM effectiveness; (2) pending a final DAACM development decision in April 1990, the Air Force had reprogrammed $8.1 million of 1989 DAACM funds; (3) because major research and development funds reprogramming required prior congressional notice, the Air Force planned to reinstate $4.14 million for munitions testing needed for the final DAACM development decision; and (4) Congress may want to reduce the Air Force's 1990 DAACM budget request by $15.9 million, since future DAACM development is questionable.
