Potential for Reducing Funding for Aircraft Spares Gao ID: NSIAD-90-18 November 28, 1989

Pursuant to a congressional request, GAO analyzed the Air Force's fiscal year (FY) 1990 funding request for aircraft spares to identify potential reductions.

GAO found a total of $743.1 million in potential reductions and rescissions, resulting from: (1) an unjustified $70.4-million add-on to funding request; (2) a reduction of $113.8 million in additive requirements; (3) a decrease of $56.5 million in computed buy requirements for aircraft replenishment spares; (4) $88.9 million in duplicative budgeting and funding; (5) $63.4 million in premature and unauthorized buy requirements; (6) $32.5 million in reduced requirements for and excessive upgrades of engine cores; (7) $171.5 million in understated estimated revenues from foreign military sales and other service sales and unnecessary foreign military sales additives; (8) $100 million in terminated procurements of on-order excesses; and (9) $46.1 million in reduced budgeted-buy requirements for initial spares.
