Potential Reductions in Helicopter Programs Gao ID: NSIAD-90-14BR December 12, 1989

Pursuant to a congressional request, GAO reviewed the justifications for six helicopter procurement line items in the Army's $3.2-billion fiscal year (FY) 1990 research, development, test, and evaluation budget request to identify potential reductions.

GAO found that: (1) there were $359.2 million in potential reductions to the Army's budget, including $31 million for FY 1988, $187.5 million for FY 1989, and $140.7 million for FY 1990; and (2) the budget reductions resulted from revised requirements, delayed acquisition schedules, funds considered for purposes for which they were not originally intended, nonspecific funding, estimating errors, and program termination after budget submission.
