Army Decision to Use Air Force Military Pay System Appears Advantageous Gao ID: IMTEC-89-28 March 1, 1989

Pursuant to a congressional request, GAO provided information on the Army's proposed redesign of its Joint Uniform Military Pay System, focusing on: (1) the Army's management of the project; and (2) whether the Army should adopt the Air Force's pay system, rather than redesign its own system.

GAO found that: (1) the Army planned to redesign its military pay system to correct such system deficiencies as equipment limitations and inability to interface with other systems, and to comply with Department of Defense (DOD) directives regarding centralization; (2) the Army estimated that it would cost $82 million to complete the project and expected full implementation by September 1993; (3) in June 1988, a congressional committee reduced the Army's fiscal year 1989 project budget request by $12 million pending a DOD project review; and (4) a task force recommended that the Army adopt the Air Force's military pay system to significantly reduce costs, shorten development and implementation time, and reduce risks associated with a major redesign project. GAO believes that the Army's adoption of the Air Force's system would ensure the Army's compliance with DOD directives and substantially reduce redesign risks.
