Status of the Marine Corps Prepositioning Program in Norway Gao ID: NSIAD-89-110 March 17, 1989

GAO evaluated the status of the Marine Corps' prepositioning program in Norway, designed to help defend the northern flank of the North Atlantic Treaty Organization by prepositioning selected equipment and 30 days of war supplies and ammunition.

GAO found that the Marine Corps was making satisfactory progress toward the intended initial operational capability date of December 1989, including: (1) near completion of storage facility construction and shipments of supplies, equipment, and most ammunition; (2) issuance of a technical manual outlining maintenance concepts and internal control procedures agreed upon between the United States and Norway; (3) on-schedule operational planning for the primary and secondary key deployment areas; (4) successful testing and implementation of its automated information system and associated reporting mechanisms; and (5) properly maintaining equipment in temporary storage. GAO also found that the Marine Corps planned to timely resolve some minor issues which were still undergoing planning or internal evaluation.
