ADP Budget

Pursuant to a congressional request, GAO provided information about the Navy's fiscal year (FY) 1990 budget request for automated data processing (ADP) resources, focusing on: (1) the Navy's reduction of FY 1989 operation and maintenance funds for ADP resources; and (2) budget requests for three automation projects.

GAO found that: (1) in response to a Department of Defense (DOD) directive that the Navy reduce its ADP-resource operations and maintenance fund by $93.1 million, the Navy reduced $50.7 million from ADP resources and about $35.9 million from such non-ADP resources as aircraft rework modifications, ship maintenance, and unemployment compensation; (2) the Navy did not sufficiently justify its FY 1990 request for $300,000 to acquire hardware for its Automation of Procurement and Accounting Data Entry Project, did not immediately need about $1.9 million in funds for upgrades and hardware due to schedule delays, and may not have allowed sufficient time to comply with test documentation requirements; (3) the Navy did not adequately justify its $2.2 million FY 1990 budget request to upgrade its Stock Point Logistic Integrated Communications System; (4) the Navy's FY 1990 budget request for its Stock Point ADP Replacement Project may be $33.5-million higher than its actual requirements, due to schedule delays, revised equipment cost estimates, and updated hardware requirement estimates; and (5) DOD reduced the Navy's FY 1990 procurement budget request for all computer acquisitions by $35.7 million in April 1989.
