B-1B Program's Use of Expired Appropriations Gao ID: NSIAD-89-209 September 5, 1989Pursuant to a congressional request, GAO reviewed the Air Force's proposed use of expired appropriations for the B-1B bomber program, focusing on whether the: (1) proposed use complied with all applicable laws and regulations; and (2) planned modifications to fix the B-1B defensive avionics system were within the scope of the original contracts.
GAO found that: (1) the Air Force's proposed use of expired appropriations complied with all applicable laws and regulations; (2) the planned modifications for the defensive avionics system were within the scope of the original contracts; (3) the Air Force planned to use about $1.02 billion for the B-1B program from expired appropriations; and (4) congressional oversight of the use of expired appropriation accounts was less stringent than its oversight of reprogramming actions, and Congress proposed legislation that would increase its oversight and restrict the use of such accounts.
