Defense's Use of Engineering Contractors for Acquiring Automated Systems Gao ID: IMTEC-91-19 December 27, 1990

Pursuant to a congressional request, GAO reviewed the extent to which the Department of Defense (DOD) used engineering support contractors to design and develop highly complex command, control, communications, and intelligence (C3I) systems.

GAO found that: (1) DOD spent $3.4 billion for engineering and technical services in support of C3I acquisitions between fiscal years (FY) 1985 and 1989; (2) Air Force expenditures accounted for over $2 billion of the $3.4 billion that DOD spent; (3) between FY 1985 and 1989, DOD expenditures for engineering and technical support increased by 80 percent; (4) the Navy showed the largest increase from $27.7 million to $113 million between FY 1985 and 1989; and (5) among the support categories systems engineering expenditures far exceeded the total sum of task engineering and technical support expenditures.
