Potential Reductions to Shipbuilding and Conversion Funds Gao ID: NSIAD-91-42BR December 13, 1990

Pursuant to a government request, GAO reviewed the: (1) Navy's fiscal year (FY) 1991 budget request for shipbuilding and conversion; and (2) status of prior year appropriations.

GAO found: (1) $89.4 million in potential reductions to the FY 1991 budget request for the MHC-51 class coastal minehunter ship program; and (2) $13.4 million in potential rescissions from the FY 1986 appropriations for the outfitting and post-delivery accounts. In addition, GAO found that those reductions and rescissions resulted primarily from: (1) a delay in the approval of one of the three MHC-51 class ships the Navy requested for FY 1991 until shipyard capabilities were proven; and (2) unobligated, uncommitted balances in the outfitting and post-delivery accounts.
