The Personnel Concept III System Is Not Ready for Deployment Gao ID: IMTEC-90-22 February 27, 1990

Pursuant to a congressional request, GAO reviewed the Air Force's development of the Personnel Concept III (PC-III) system, focusing on whether: (1) the Air Force will fully develop and adequately test PC-III before deployment; (2) the Air Force chose the most cost-effective PC-III hardware option; and (3) projected personnel reductions the Air Force used to justify PC-III were valid.

GAO found that the Air Force plans to deploy PC-III at 125 bases, even though: (1) it has only partially developed PC-III; (2) PC-III did not meet functional requirements; and (3) it did not fully analyze hardware requirements or alternatives or work-load factors. GAO also found that the Air Force justified PC-III on the basis of unsupportable personnel savings claims.
