Army Tactical Command and Control System's Cost and Schedule Gao ID: NSIAD-90-28BR February 8, 1990

Pursuant to a congressional request, GAO provided updated cost and schedule information on the Army Tactical Command and Control System (ATCCS), which consisted of five command and control systems linked by three communications systems and common hardware and software.

GAO found that the program schedules for seven of the nine ATCCS components slipped because of: (1) software development and reliability problems; (2) contract delays; (3) the Army's failure to approve requirements; (4) program changes; and (5) funding reductions. GAO also found that estimated program costs: (1) decreased for four systems and the Common Hardware and Software program because of reduced equipment quantities and revised requirements; (2) increased for four systems because of requirements changes, software development problems, inflation, and schedule delays; and (3) decreased by $779 million for the overall ATCCS program.
