Coal Inventory and Consumption in the Federal Republic of Germany Gao ID: NSIAD-90-96 February 23, 1990

Pursuant to a congressional request, GAO reviewed the use of U.S. bituminous and anthracite coal at Department of Defense (DOD) facilities in Germany, focusing on the accuracy of: (1) reported coal inventory data as of April 1988; and (2) current and projected coal consumption data.

GAO found that: (1) personnel at the DOD central coal storage facility performed a special inventory satisfactorily and an independent aerial survey verified the results; (2) Air Force inventory records at two locations could not be verified because the Air Force did not conduct physical inventories, was unable to reconcile the results of a special inventory, and lacked sufficient storage space to properly inventory the coals; (3) inventory data for three Army locations were inaccurate because of past inventory discrepancies; (4) DOD coal consumption data for fiscal year 1988 and coal consumption projects appeared to be accurate; and (5) DOD coal consumption data reasonably reflected scheduled dates for converting existing heating systems from coal to other fuels.
