Spare Parts Procurement

Contractor Qualification Requirements Gao ID: NSIAD-90-138 April 27, 1990

Pursuant to a congressional request, GAO reviewed the Ogden Air Logistics Center's use of precontract award qualification requirements for aircraft and spare parts procurements.

GAO found that: (1) the Center did not comply with federal procurement laws and regulations; (2) procurement officials neither provided the Center's Competition Advocacy Office (CAO) with the information needed to make procurement method decisions nor prepared adequate written justifications for using restrictive competition procedures; (3) written justifications did not link qualification requirements to the items procured or clearly define the reasons why qualification was necessary for those items; (4) CAO personnel did not adequately document the bases for their procurement decisions, as required; and (5) CAO did not regularly use the Acquisition Method Code Review Board to resolve disagreements with procurement officials.
