Status of Commercial Activities Study at White Sands Missle Range Gao ID: NSIAD-90-165 May 3, 1990

Pursuant to a congressional request, GAO reviewed the status of the commercial activities study at the Army's White Sands Missile Range.

GAO found that: (1) the study has been ongoing for over 6 years and in a test mode for the past 2 years; (2) the Army could not perform the work with the expected funding level or make a decision on whether to contract the sequenced services; (3) the Army was not able to fully implement and test the organizational plan and work statement because budgetary resources were inadequate to accomplish the identified work; (4) reductions-in-force and personnel hiring freezes prevented the Army from filling 11 vacant positions needed to complete the in-house study, and from soliciting bids from outside sources; and (5) the Army updated the 1987 work statement and organizational plan to reflect an increase in the frequency of maintenance service tasks performed during fiscal year 1989.
