Solicitation for Contract Support Services Limited Competition Gao ID: NSIAD-90-150 May 22, 1990

Pursuant to a congressional request, GAO reviewed a Navy contract award for field engineering services for the Terrier Guided Missile Launching System.

GAO found that: (1) the solicitation restricted competition, even after the Navy modified it in response to a potential competitor's protest; (2) the Navy rescinded its initial contract award, split the requirements, and resolicited; and (3) Navy regulations did not require a competition advocate review because the Navy classified the procurement as competitive.
