Army's Civilian Marksmanship Program Is of Limited Value Gao ID: NSIAD-90-171 May 23, 1990

Pursuant to a congressional request, GAO reviewed the Army's Civilian Marksmanship Program (CMP), focusing on its mission, purpose, usefulness, and cost.

GAO found that: (1) Congress established CMP to train U.S. citizens in rifle skills for later induction into the military; (2) the Army spent about $4.3 million on the program in fiscal year 1989, and the annual CMP budget for fiscal years 1990 through 1994 was about $5 million; and (3) CMP contributed little to military preparedness because the Army had no requirements or mobilization procedures for CMP-trained personnel.
