Authority Delegated Under the Secretary of Defense for Acquisition Gao ID: NSIAD-90-183 June 6, 1990

Pursuant to a congressional request, GAO determined whether the Under Secretary of Defense (Acquisition) (USD(A)) had the authority and support necessary to supervise the entire Department of Defense (DOD) acquisition system.

GAO found that: (1) USD(A) had the authority and support needed to supervise the DOD acquisition system, as the Packard Commission intended; (2) the USD(A) charter had been revised to expand and clarify USD(A) authority and responsibility; (3) USD(A) had the authority to establish acquisition program continuation requirements; and (4) the Secretary of Defense included USD(A) as a member of the newly created DOD Executive Committee, the key deliberative and decisionmaking body for all major defense issues.
