Pursuant to a congressional request, GAO reviewed information on 17 selected defense research projects to determine: (1) how the projects were established; (2) the status of project funding; and (3) Department of Defense (D0D) project oversight.

GAO found that: (1) DOD must award contracts and grants for university research and development activities using competitive procedures; (2) DOD selects research projects by evaluating the scientific merit and relevance of proposals submitted by universities; (3) in fiscal year 1988, DOD obligated $3.2 billion for basic and applied research, and provided $729 million to universities for research and development activities; and (4) the primary purpose of project oversight committees was to assess the relevance of research to DOD requirements and prevent duplication.
