Initial Flight Tests Gao ID: NSIAD-90-284 September 4, 1990

Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) test reports and evaluation documents for the B-2 aircraft program.

GAO found that: (1) testing was adequate for the basic flight capabilities of the B-2 aircraft in the limited conditions planned and tested; (2) Block 1 tests demonstrated the basic flight worthiness of B-2, but was not a rigorous demonstration of its full performance capabilities; and (3) Block 1 testing was not an attempt to simulate a realistic mission environment or a series of realistic operational flight profiles, and DOD did not use threat data or simulations of threat systems during the tests.
