Status of Obligations for Fiscal Year 1990 DOD Counternarcotics Funds Gao ID: NSIAD-90-296FS September 25, 1990

Pursuant to a congressional request, GAO provided information on the status of obligations for the fiscal year (FY) 1990 Department of Defense (DOD) counternarcotics appropriation of $450 million.

GAO found that: (1) the obligation rates of funds in four counternarcotics program accounts involving operations and maintenance, National Guard military personnel, procurement, and research, development, test, and evaluation (RDT&E) were lower than those for defense programs as a whole; (2) the obligation rate for the program's military construction account was 71 percent higher than that of comparable defense accounts; (3) DOD attributed delays in obligating funds for the operations and maintenance, procurement, and RDT&E accounts primarily to extensive reprogramming actions; and (4) DOD was confident that it would obligate most of the funds for the National Guard, procurement, and RDT&E accounts by the end of FY 1990 or before the time limitation expired.
