Implementation of the Certification Requirements of the Procurement Integrity Law

Gao ID: T-NSIAD-91-5 February 21, 1991

GAO discussed 17 federal agencies' implementation of the procurement integrity certification requirements for federal contracts. GAO noted that: (1) between July 16 and November 30, 1989, federal contracting officers and contractor officials signed an estimated 103,000 contract-by-contract certifications, with Department of Defense (DOD) agencies and contractors accounting for more than half of those certifications; (2) government officials signed about 400,000 periodic or one-time training certifications; (3) 4 contractors reported that more than 28,000 of their employees signed periodic or one-time certifications; (4) the agencies reported no violations and 11 possible violations of the procurement integrity law; and (5) most survey respondents believed that the certification requirements should be eliminated, citing far more disadvantages than advantages to the law's certification and related requirements.
