Flow of U.S. Military Aid Gao ID: NSIAD-91-151 March 27, 1991

Pursuant to a congressional request, GAO reviewed the flow of U.S. military aid to El Salvador between fiscal year (FY) 1988 and FY 1990 and the amount of military aid in the pipeline to El Salvador at the beginning and end of FY 1990.

GAO found that: (1) data on the amount of monthly shipments of military aid to El Salvador between FY 1988 and FY 1990 were incomplete and inaccurate; (2) no historical data were available on the amount of military aid available to El Salvador at the beginning and end of FY 1990; (3) some military aid was obligated earlier in FY 1990 than in FY 1988 or FY 1989; (4) portions of the FY 1990 funds were obligated early to fund new orders of military items to replace supplies and equipment consumed in late 1989; and (5) aid shipments were not accelerated due to proposed legislation to restrict aid during FY 1990.
