Defense Contract Audit Agency's Staff Qualifications, Experience, Turnover, and Training Gao ID: AFMD-91-72 July 19, 1991Pursuant to a congressional request, GAO provided information on the Defense Contract Audit Agency's (DCAA) audit staff, focusing on recruitment, qualifications, experience, turnover, and training.
GAO found that: (1) between fiscal years (FY) 1986 and 1990, DCAA expanded its recruitment program and used direct-hire authority to recruit and hire over 4,600 auditors to fill new staff positions authorized by Congress and to replace staff who had left the agency; (2) the newly hired auditors met or exceeded the Office of Personnel Management's minimum qualification standards for federal government auditors; (3) DCAA maintained a cadre of experienced auditors for performing contract audits; (4) between FY 1986 and 1990, the DCAA overall staff turnover rate was comparable to other audit organizations; (5) DCAA expanded its training program to meet the requirements of a larger audit staff by providing more contract auditing classes and training more auditors; and (6) DCAA auditors met or exceeded the minimum hours of required training.
