President's Fourth Special Message for FY 1992 Gao ID: OGC-92-6 April 22, 1992

On March 10, 1992, the President submitted to Congress his fourth special impoundment message for fiscal year 1992. This message reports 30 proposed rescissions of budget authority. GAO has reviewed these proposals and found them to be in accordance with the Impoundment Control Act.

GAO found that the President's 30 proposed rescissions of budget authority were in accordance with the Impoundment Control Act of 1974. GAO provided: (1) specific information on nine of the rescissions which would be useful to Congress in examining the message; and (2) a list of the proposed rescissions as reported by the President.
