Potential Reductions in Aircraft Programs Gao ID: NSIAD-92-332BR September 29, 1992GAO identified a potential reduction and rescissions totaling $13.4 million for Army aircraft programs. This amount includes a potential reduction of $3.5 million in the fiscal year 1993 budget request and potential rescissions of $6.8 million in fiscal year 1992 appropriations and $3.1 million in fiscal year 1991 appropriations. The potential rescissions are possible because (1) the Longbow program request of $282.8 million was overstated by $3.5 million, (2) the Defense Department did not transfer $6.8 million of the funds appropriated for the Apache helicopter program to the Army, and (3) contracts for the Black Hawk helicopter were awarded at $3.1 million less than expected.
GAO found that: (1) the Army could potentially reduce its FY 1993 budget request by $3.5 million because it overestimated its request for the Longbow program; and (2) Congress could rescind $6.8 million in FY 1992 appropriations and $3.1 million in FY 1991 appropriations because the Department of Defense did not transfer $6.8 million of the funds appropriated for the Apache helicopter program to the Army, and because the Army awarded contracts for the Black Hawk helicopter at $3.1 million less than expected.
