Program and Budgetary Information for Committee's Use and Action on the Fiscal Year 1982 Budget

Under the Congressional Budget Act of 1974, GAO is required to: (1) develop and maintain standard classifications for fiscal, budgetary, and program-related information; and (2) assist congressional committees in developing their information needs. The report contains program-by-program data in accordance with the March budget revisions to be used by the committee in acting on the President's fiscal year 1982 budget proposals.

GAO attempted to identify all of the Federal programs and activities that are within the committee's legislative jurisdiction. Additionally, the programs and activities identified were grouped by subcommittee of jurisdiction. In preparing this program-by-program budgetary report, GAO used several available source documents such as the Budget Appendix, agency budget justifications, authorizing legislation, and legislative histories. The budgetary data included in the report were obtained directly from the agencies. GAO verification of agency data included a comparison with account level data obtained from the Office of Management and Budget's Budget Information System. For each program or activity identified, GAO cited: (1) the authorizing legislation, public law and U.S. Code citation; (2) budgetary information, funding authorization, budget authority, obligations, and outlays; and (3) the funding expiration date as specified in the legislation.
