Monitoring of State Formula Grants by Office of Special Education Programs Gao ID: HRD-91-91FS April 15, 1991Pursuant to a congressional request, GAO provided information on the Department of Education's Office of Special Education Programs' (OSEP) monitoring of its formula grants to state education agencies.
GAO found that: (1) OSEP generally conducted on-site monitoring at each state education agency every 5 or 6 years, and could not meet its goal to conduct such monitoring every 3 years; (2) OSEP reduced its backlog of unissued monitoring reports and reduced its issue time for such reports; (3) OSEP travel expenditures for on-site monitoring visits increased from $26,871 in fiscal year (FY) 1988 to $34,320 in FY 1990; (4) OSEP decreased the amount of time it took to approve corrective action plans; (5) 15 of the 39 approved corrective action plans closed an average of 3.5 years after the monitoring visit or 1.5 years after plan approval; and (6) states typically submitted revised instructions, written policies, and notices to document their compliance with corrective action plans.
