Surveys to State Directors of Career and Technical Education (GAO-09-737SP, July 2009), an E-supplement to GAO-09-683 Gao ID: GAO-09-737SP July 29, 2009This is an E-supplement to GAO-09-683. This e-supplement provides information from two surveys of state directors of career and technical education (CTE), one at the secondary level and the other at the postsecondary level. These surveys were administered between January and April 2009. They were designed to collect information from states on a range of issues associated with their implementation of the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV), including: development and implementation of new accountability requirements for student outcomes and any challenges related to implementation; state evaluation of local CTE programs; and assistance provided to states by the Department of Education's Office of Vocational and Adult Education (OVAE). The e-supplement includes (1) our analysis of states' survey responses and (2) the questions asked in the two surveys. It does not include the results of narrative questions. We administered the Web-based surveys to state agencies eligible to receive Perkins funds, such as state educational agencies and state college and university systems, in all 50 states and the District of Columbia. We received 100 percent response rates for both the secondary and postsecondary surveys. We conducted our work in accordance with generally accepted government auditing standards.
