Adequacy of the Department of Energy's Enforcement of Crude Oil Reseller Price Controls

Several reviews have been conducted on the Federal Energy Administration's (FEA) enforcement program. The overall findings of previous reports have shown a consistent pattern of problems plaguing the Government's efforts to effectively and adequately implement the oil price regulations. Currently three primary issues include the adequacy of Department of Energy (DOE) procedures for handling criminal cases, the adequacy of audit coverage of crude oil resellers, and the effectiveness of DOE in resolving regulatory issues affecting reseller audits. DOE should develop a specific plan to ensure that all regulatory issues are promptly resolved. DOE strongly disagreed with the GAO findings and recommendations. This disagreement was based primarily on a misunderstanding of the concerns and actions advocated.
