Department of Energy's Fiscal Year 1981 Reductions in Force

GAO reviewed the reductions in force (RIF's) in two offices at the Department of Energy (DOE) to determine: (1) whether the RIF's were conducted according to applicable laws and regulations; (2) the legality of conducting the RIF's without waiting for final fiscal year 1982 congressional budget action; and (3) if severance payments accruing in fiscal year 1982 from fiscal year 1981 RIF's could be paid from 1982 appropriations.

GAO found that DOE did not violate any RIF laws or regulations in its planning activities for the work force reductions in the two offices reviewed. It was legal for DOE to carry out a RIF without waiting for final fiscal year 1982 congressional budget actions, and the fiscal year 1982 DOE appropriations made in an unrestricted lump-sum form can be used to pay severance costs for employees separated as a result of a RIF in fiscal year 1981.
