The President's Sixteenth and Seventeenth Special Messages for FY 1982

Pursuant to the Impoundment Control Act of 1974, the President's sixteenth special message was transmitted to Congress on July 28, 1982; and, on August 23, 1982, the President submitted his seventeenth special message for fiscal year 1982.

The sixteenth special message proposed one rescission of $83.5 million for continued design of the SRC-I Coal Liquefaction Project. The seventeenth special message proposed one rescission of budget authority totaling $2.3 million, a new deferral totaling $2.7 million, and revisions to two previously reported deferrals which increase the amounts deferred by $4.8 million. GAO believes that the proposed deferrals are in accordance with existing authority. GAO has identified no additional information which would be useful to Congress in its consideration of the President's proposals.
