Disconnection of Natural Gas Service to Residential Customers

In response to a congressional request, GAO provided information on: (1) States' approaches to regulating disconnections of residential natural gas customers; (2) residential gas service disconnections and reconnections; and (3) States' heating assistance and weatherization programs to avert disconnections.

GAO found that most States reviewed had established rules governing utility disconnections and that, during the 1982-83 winter season, many States had established additional rules providing restrictions against the disconnections of natural gas customers. Data obtained from utilities contacted were not adequate to assess the extent of disconnections and reconnections. Five States visited by GAO had programs for assisting low-income households to pay fuel bills, providing both basic and emergency assistance benefits for households facing disconnection.
