President's Second Special Message for FY 1984

GAO reported on the President's second special message for fiscal year 1984 which proposed three deferrals of budget authority, totaling $102,164,000.

GAO noted that nearly the total deferral in the two Department of Energy fuel programs targeted for funds transfer has been withheld. GAO also noted that, although the message's discussion of the National Park Service deferral was inconsistent, the withholding was properly described as a deferral. GAO identified no additional information that would be useful to Congress in its consideration of the President's proposals and believed that the proposed deferrals are in accordance with existing statutes.
