Analysis of DOE's Sunset Review

Pursuant to congressional requests, GAO reviewed the Department of Energy's (DOE) performance in implementing Title X of the DOE Organization Act which established 14 requirements that were to be met by the President in preparing and submitting to Congress a comprehensive review of DOE programs.

Although GAO found that some of the program performance information provided an overly positive perspective on DOE performance, its analysis showed that, for the nine program areas which were analyzed, the report provided a generally balanced reflection of the agency's performance. GAO also believes that the report could have been more useful in these areas had DOE provided additional, more thorough information in response to these requirements related to duplicate programs, alternate program approaches and funding levels, overall program accomplishments, yearly performance, and recommendations for transitional requirements in the event of program discontinuation.
