President's Thirteenth Special Message for FY 1984

Pursuant to the Impoundment Control Act of 1974, the President's thirteenth special message for fiscal year 1982 was submitted to Congress on September 6, 1984.

The special message proposed revisions to a previously reported deferral which now totals $331,964,058. GAO believes that the proposed deferral was in accordance with existing authority and identified no further information which would be useful to Congress in its consideration of the President's proposals.
