Status of Budget Authority That Was Proposed for Rescission

GAO reported on the status of budget authority that was proposed for rescission in the President's ninth special message for fiscal year 1985.

The President proposed two rescissions of budget authority which totalled $37,401,818 and had been made available to the Department of Energy and the Corporation for Public Broadcasting. The Impoundment Control Act requires that funds proposed for rescission be made available for obligation unless Congress completes action on a rescission bill within a 45-day period. For this rescission proposal, the 45-day period ended without Congress' having passed such a bill. Therefore, the budget authority for the Department of Energy was apportioned. The funds for the Corporation for Public Broadcasting were provided as an advance appropriation not available until fiscal year 1987 and involved no withholding of funds.
