President's Third Special Message for Fiscal Year 1986

GAO reported on the President's third special message for fiscal year 1986. It had earlier reported on four deferrals and one rescission in order to give Congress timely information on impoundments.

The President proposed seven new rescissions, nine new deferrals of budget authority, and five revised deferrals of budget authority. In some instances, GAO could not verify information regarding an account's total budgetary resources because agency officials were unable to reconcile discrepancies between the apportionment schedules and the impoundment message. GAO believes that the actions are in accordance with existing authority and identified no further information, except as noted, that would be useful to Congress in its consideration of the President's proposals.
