Open Access Same-Time Information System and Standards of Conduct

Pursuant to a legislative requirement, GAO reviewed the Federal Energy Regulatory Commission's (FERC) new rule on open access same-time information systems. GAO found that: (1) the rule would require public utilities transmitting electric energy in interstate commerce to create or participate in such information systems to allow customers access to information needed to obtain non-discriminatory service; and (2) FERC followed applicable requirements in promulgating the rule.
