Promoting Wholesale Competition Through Open Access Non-Discriminatory Transmission Services by Public Utilities

Pursuant to a legislative requirement, GAO reviewed the Federal Energy Regulatory Commission's (FERC) new rule on open access non-discriminatory power transmission. GAO found that: (1) the rule would require public utilities transmitting electric power in interstate commerce to file tariffs, and provide for recovery of certain costs incurred by providing open access transmission; and (2) FERC complied with applicable requirements in promulgating the rule.
