Continuation of More Model Projects Could Increase the Delivery of Services to the Elderly

A review was undertaken of the Administration on Aging's (AOA) Model Projects on Aging Program to ascertain how AOA has managed the program and whether program objectives are being met. To accomplish this, GAO measured the AOA projects it reviewed against the AOA criteria for reviewing and approving model project applications.

In its review, GAO found that the projects were generally meeting the AOA criteria, except for the agency's expectations that worthwhile model projects would form a basis for building a continuing program at the model project site after the agency withdrew financial support. Only 40 percent of the projects continued after AOA withdrew model project funding. When worthwhile projects continued to provide services with funds from other sources, the additional funds were substantially greater than the agency's original model project investments. GAO believes that AOA has opportunities to increase the services provided the elderly with model project funds under the present structure of the program.
