Practices and Procedures the Office of Refugee Resettlement Followed in Administering Grants Need Improvement

In response to a congressional request, GAO reviewed grant administration activities of the Department of Health and Human Services' (HHS) Office of Refugee Resettlement (ORR).

GAO found that inadequate practices and procedures govern all aspects of grant monitoring at ORR, including obtaining and using grantee financial status and performance reports, completing site visits, and keeping records of grant monitoring activities. Specifically, grant applications are limited and contain poorly documented reviews, especially with respect to proposed budgets, and individual grant files are incomplete. Further, GAO found that HHS grants management procedures are not being adhered to. GAO concluded that it will take concerted effort by ORR to correct the problems identified and will require systemic improvements in ORR operations.
